European Community (EC)
The EC has been extending bilateral development assistance to India since 1976. The EC bilateral development assistance to India has been entirely in the form of grants, which can be used to finance both the Rupee costs and the foreign exchange costs of identified projects. EC bilateral development assistance for the ongoing projects is in the sectors of Watershed Management, Irrigation, Forestry, Education and Health. During the Indo-EC Sub-Commission meeting held in Brussels on 17.11.2000 it was agreed that priority would be accorded to Primary Education, Basic Health and Environment sectors. Consequently there was a shift of focus on the part of EC recently from project assistance to sectoral funding. EC is currently in the process of shifting its development strategy from project based and Sector vide approach towards a “partnership” with two Indian States covering Education, Health and Environment.
